So, assuming this is approved- what does this mean for athletes like Kara Goucher? If we are to believe her self-report, she is diagnosed with Hashimoto's disease and therefore requires thyroid medication, else face a number of negative health outcomes.

I prefer they discontinue the TUE process. A substance should be legal or illegal. What is illegal for one person should be illegal for everybody. If somebody needs thyroid meds then they should not be competing in professional sports. They should not be given a TUE to level the playing field.
So if you just need a TUE then how does this change things? What is required for a TUE? Just a doctor's note? If so, wouldn't the same doctor prescribing these drugs needlessly, just write you a note?

Dr. Brown is obviously the NOP go to guy. I wonder if an independent doctor would diagnose the same athletes with hypothyroidism.
I wouldn't exactly trust Dr. Brown's diagnosis when issuing TUE's.

Steve Magness said in a 2006 post that abuse of insulin medication would lead to an increase in performance, but that thyroid medication abuse could not.
Okay, so if thyroid hormones are banned, it sounds like the loophole is getting a TUE.

It looks like this would mean that athletes' doctors would have to provide laboratory tests supporting the diagnosis.
With endocrinologists not on the same page regarding what "normal" levels of thyroid hormones are, what standards will WADA and/or USADA require?
I'm just trying to determine if this proposal is bringing actual improvements or just more red tape (that wastes USADA and WADA's time) that is fairly easy for athletes to manipulate.

It's not to people who have enough. But for people who don't make enough, it allows them to lead a normal life. This is the same for thyroid meds. If you have enough it's not a performance enhancer but if you are clinically low, it allows you to live normally.
