If I go for a long run around an hour long (8.5 miles). Is it fine if over the course of a run I take 10-15 minutes worth of breaks for water, bathroom, shoes, and streetlights? Will these short breaks affect my training and ability to improve?

No Mike, it's not acceptable.
10-15 minutes is a lot of breaks! You can take water breaks without needing to stop running. If you need to use the restroom during a run, you are doing something wrong. If you have streetlight issues you should rethink where you run. Also I am not sure what you mean by shoes?
Last Sunday I ran a half marathon race, went home and took a nap and hung around for a few hours, and then went and jogged another 6 miles at noon for a total of 19 miles. So I took about a 3 hour break. Would this provide roughly the same training stimulus as a long run?
If you can't run for an hour, you have bigger problems than taking a bathroom break. MAYBE if you're brand new to long runs, and it seems tiring for your legs, you could take a two-minute walking break in the middle, and then start up again. But 10-15 minutes just sounds silly to me.

I don't think a stop is going to completely negate your training but that seems a bit long for just an hour long run. It probably isn't helping you sustain a hard effort if you're training for a race.
It's normal to stop for traffic crossings but any other breaks during an hour-long run sounds a little unusual to me. If I go for two hours or more on a hot day sometimes I'll stop a single time in the middle for under 5 minutes to get water or pee but that's on trails and not training for any type of track or road race.
A minute or so break is good to stretch, adjust socks/shoelaces, etc.

I run 70 miles a week at 6:50 pace and I can't remember the last time I did a run without stopping. I usually have to stop every 3-4 miles to stretch or something. I'm 45 so maybe I'm just old.
I lived in my car for 10 months straight. Not 10 days.
You are free to live your life. I'm at peace with whatever you choose, but if you want to work it off and have me, this is the way you can do it. It sucks but it's supposed to suck.

Habitat for humanity on the weekends won't be enough because someday our children will find out what happened. I want you to be able to tell them what a big job you gave up to work through your repentance process and that you repaired their mother's life.

You don't need to stop running for water breaks. If you can't seem to drink and run then run earlier in the day when it is cooler.
Go to the bathroom right before going out for a run. If you cannot go 1 hour without relieving yourself then you might need to take a look at your diet.
Your laces should not consistently become untied. Learn to tie better knots.
If stop lights are adding 10-15 minutes onto your run then you need to find a better route.
