What kind of scale do you mean? National? More regional? Competitive enough to be considered for college recruiters?
Not many states run 400 hurdles. Iowa runs 400 low hurdles @ 30" vs 300 Intermediates @ 36" like most of the rest of the country.
To get some consideration from a college coach D1 you probably have to have at least 47-48 400 speed to go along with the hurdling skills but I would venture to guess 51 seconds over low hurdles or 35-36 over the 300 intermediates.
In mass where we run 400m hurdles, a sub 60 will get you on the varsity roster, but a 55 is where you really want to be at
35-36 is really fast, the national record in the 300s is 35.02.
