How active can somebody's lifestyle/work be? (It's normal for some to bike commute a decent distance to work. Fast walk to work. Be on feet all day, etc..)

Buzzz. Even under your (incorrect) thinking, you failed to consider somebody starting on the 7th day of "week 1".
I think the way it was proposed it is 10 miles per week of running in a given 7-day period ... not necessarily a calendar week. So you can't run 10 miles on Saturday and 10 miles on Monday because it's a new week.
The guy who mentioned walking has a good point though. So if you could run 10 miles at 5 minute pace (so 50minutes) and then walk at roughly 15:00/mile (I'm not considering what someone could "race walk" since that's still running since they lift both feet off the ground) then I get 4:53:17.
3:18 was recorded in 1898 in the Olympics. So assuming that there was some training leading up to that I would assume a little slower even when allowing for other countries. Most of this would be a pacing issue and a nutrition issue from the 10 miles.
If 10 miles is the only way to get your HR up I think it would have to be around 3:30. If u allow cycling or walking (think up a mtn for HR) or other you could see 2:20ish I would bet if the money was still the same.

With ample cross training it would be 2:15+/- 5 minutes. If they could only train an hour a week or so total, 2:35-2:45.

The Olympics weren't held in 1898 so that 3:18 is bogus.

1) Trying to find loopholes isn't the point of the thread
2) If you ran 10 miles starting at 12 am Sunday morning you wouldn't be able to do said Saturday run.. you wouldn't be allowed to run again until 12 am the next Sunday

Assuming they're allowed to complete the marathon despite it requiring you run 26.2 miles in one week, I would guess low 3 hours. I don't think it would be a very popular endeavor though.
Also, most early "marathons" were not the standard distance we know today. The first standard distance marathon was run in the 1908 Olympics. IAAF didn't standardize the distance until 1921. Walking was also a large part of early marathon training.
I think 3:00 is possible for a talented person off of very minimal running if he's allowed to walk like his forefathers.
