Not sure about blue ones, but the American Red Cross has been giving away red ones, encouraging people to donate blood, for years.
An ARC official I recently asked about this was sick of people accusing them of copying the Lance Armstrong Foundation!

The University of Michigan recently started selling blue wrist bands to benefit the UM childrens hospital.
Wayne Rooney was wearing a blue one last night in the England v Spain game
the kids on my team are wearing all kinds of colors, all sold by Nike, saying balla, or lebron etc. and all with the swoosh
Baller Bands...you can get them in any number of colors from Champs or NikeTown or any generic sneaker store.
Why would Rooney wear a blue wrist band...hmm....maybe for solidarity to Everton fans, reminding them of the other side to his game: the uncontrolled brat who tackles like a drunk rugby player?
It is the Nike marketing machine is full effect
those have been out for awhile, they were out before the livestrong bands.
Proving that Nike has reached "false idol" level of marketing ubiquity.
"I bet we can get people to pay $10 for a bag of ten cent pieces of rubber if we put a swoosh on them"
University of Kansas Athletics is now selling blue "Rock Chalk" wristbands on its website (www.kustore.com).
the blue wrist bands are a nascar thing. the hendrick motor sports team had been wearing them all year long, and just 4 weeks ago, one of their planes crashed killing 10 people who worked for the organization. the bands say "life is a team sport", and the team put them up for sale shortly after the tragedy.

perhaps it was to remind him not to shove Iker Casillas, or to not make savage tackles, or to not rip off his black band and storm into the dressing room before half time.....oh wait......
University of Illinois is selling orange ones that say "Loyalty"
U of Minnesota is selling maroon ones to raise money for a football stadium.

The NCAA is giving out blue ones that say "Don't Bet On It."

I saw a bunch of green bracelets(livestrong type knockoffs) that were put out by adidas. They were pretty cheesy.
I also saw some pink ones that were supposed to support breast cancer survivors.
"Livestrong like Jesus"
