I've never seen anyone really address this. I think depending on how hard it rains that's a pretty good guess, not much. However if it's wind and rain AND depending on the temp, it could effect you more.
How do those other variables look?
Probably makes you a couple of pounds heavier. So 4 seconds per mile slower. Total 4x26 = 104 seconds slower.
It doesn't affect mine at all.
Falling rain increases wind resistance. Heavy clothes and shoes as someone else mentioned. Several minutes slower. These guesses are for moderate to heavy rain. A drizzle you might not even notice.
