I find leg workouts that imitate running motion a huge plus to speed. A machine where you pull weights with your legs imitating the running motion can be found in most gyms. If you want more information read Explosive Running, a great book about building speed and using exercises to create better form and gaining you a few seconds for each 800 (me being a mile guy).
