Who DOESN'T, really? I have a few local tracks that aren't always fenced and locked up, but I get so mad when tracks are locked. Sign of the times...so many obese people, yet no tracks ever open for public use.
Reminds me of the story of a guy running in a park and was chased by the police for running there...
There is a brand new track at one local hs, not locked, it has signs all over the place about no strollers/bikes/etc yet EVERY time I go there, some idiot is pushing a stroller or teaching Johnny how to ride his bike.
So, I can understand some being locked up but the real solution is just to enforce the rules.
Locally, I have to get over a fence to run on the track but in Apache Junction where I winter, the track is open to all. But my local high school which is a half mile away has a lovely cross country course (1.17 m. loop) all lined out and cut on a regular basis. No one seems to mind me running on it as I do every day. I compliment the groundskeepers.
