For most HS'ers, anything over 70 is too much IMHO.
At that age, quality mileage trumps quantity.
My hypothesized "perfect plan" for any distance runner would be:
High School
FR: 25
SO: 35
JR: 45
SR: 55
College
FR: 65
SO: 75
JR: 85
SR: 95
Long term training program that salvages fitness benefits for a full year before another bump in mileage. Anything 10 miles over my guesswork for high school athletes and 20 miles over for college athletes I would consider "high mileage."
I'm not sure-- I think that you shouldn't get over ~50 miles a week as a high school runner. When youre at 17/18 years old and you start getting into the 60's, you run the risk of burning out.

Disagree. Western athletes are usually at a mileage deficit compared to their East African counterparts and I think it's pretty hard to burn out running too many miles. Too many hard miles, however, is a different story.
Add up every mile your athletes run in the calendar year and you may be surprised how low their weekly average for the year is. If you're going to average 50 miles per week for a high school senior, which I think is pretty good, you'll need to have some 70 mile weeks in there, because you're also going to have some 30 mile weeks. And some zero mile weeks, too.
I feel like anything over 80 is high mileage. In my limited experience, that's where most people start to run twice most days.
