Xenon gas in an inhaler is more likely. The use of the gas wasn't banned at the time.

How would an underwater treadmill be a shortcut? it might be a benefit, or an advantage by being a resource that not everyone has access to. But do you think he just takes a nap on it and it someone makes him a better runner? If he is putting in hours upon hours of work than it is just another source of hard work. Same goes for alter-G.
