1200 is more like a 1600 than an 800.

From my experience if they can both a 53 and 4:22, they are underperforming in the 800. He can prolly run closer to 1:58/59.

Either is horribly underperforming in the 1600 or is too lazy to push it beyond 800m. Can prolly run around 4:18.

Same as #2, except can run around 4:20.
If all of their times were ran with good competition/pacing, I would go with #1 because he is not afraid to push himself beyond 800m. If there was something else involved in the 1600m times of the other two, than I would pick #2 as he has the potential for the fastest 1200m.
Safe bet #1, Best potential #2, Dark horse #3.
If you are running the DMR with these three, #3 gets 800, #2 gets 1200, and #1 gets 1600. If you have a decent 400m, your team might do pretty well.
The 800 guys aren't underperforming, the 4:32 came in perfect time-trial, tapered conditions. They are trained with little endurance, and are both naturally 400 guys that think they are 800 guys. Really, they underperform the 400s.
Then I would pick #1. The other two don't have the training that will allow them to maintain close to their 800 pace for another lap. Meaning, they will die off more from their 800 pace than #1 would.
Kid 1 ~ 3:09-3:14
Kid 2 ~ 3:07-3:17
Kid 3 ~ 3:10-3:16
... so I'll say probably not Kid 3. Could potentially be a good race between the first two, but I'd say Kid 1 would have the edge, especially given how you describe their training. Best guess for how it would most likely turn out would probably be something like 3:10(#1)-3:13(#2)-3:14(#3).
