This includes weights, block starts, etc.
Obviously it depends on what type of runner you are, but as an 800/1500 guy I think I could go about 11.4.

What's your 800/1500 PRs?
With just 4 weeks I think I could get to 11.6. I am a former 11.1 sprinter who is still in decent shape, run more distance now.
1:58 800, 4:12 1500

And I am certain you could not. Most WORLD-CLASS 800/1500 runners could not run 11.4 on only 4 weeks prep. If you could you're in the wrong event, that's for sure.
If you ever want to back it up, I'll put money on you not breaking 12.
10.7-10.8. I run 400's. Can run 800's (used to) but I'm better at 200 than 800. Prs- 22.8 200 end of workout rep, 49 relay splits, and 1:58.

Dude, I could break 12 right now, with no competition, easily. Not everyone on letsrun is a 5'3, 120 pound weakling. I'm actually six feet, 160 pounds.

Get it on video and there's money in it for you. We won't even make it a bet, I'll just give it to you. I'm 100% certain you won't do it.

You're also in the wrong event if you think you can run 10.7 out of blocks but are only running 49 relay splits with a rolling start.
1653 5k guy with no speed. Fastest I've ever run 200m in a workout is 29.5. So I'm guessing 13.5-13.9 depending on how bad my sprint mechanics are pre-sprint-training.
Age graded?
In my misspent youth I dabbled a bit in the 100, and ran 12.4; went to be a fair amount faster than the OP for 1500, but slower in the 800.
Some year it would be kind of interesting to take six weeks (not just four) and stop the distance stuff and do some weights and plyos and actually train like a sprinter and do 100, 200, 400 over a few meets.

4 weeks of specific sprint training might have took me down to 12.8 from 13.0 even when I was in 4:02 mile shape.
sub-410 miler.
i've split high 25s, low 26s in a repeat 200 with a flying start
even money on whether I could run under 13.0 from blocks

OP is either trolling or knows nothing about sprints.

That's a dumb statement. What does height and weight have to do with sprinting fast?

Are you really this stupid? Because you have zero speed or ability to break 12 seconds, it means there is absolutely NO WAY I can break 12? Who's really trolling here? I've seen skinny white junior high schoolers break 12 in their first race off almost no training. If you have any speed at all, breaking 12 seconds IS NOT THAT DIFFICULT (if you are male, at least)
And no, I'm not going to film it because your retarded claim you'll give me money is a lie. And I could easily post a different video of someone else breaking 12.
Damn, didn't realize that this many people have so little speed.

Sprinting events (100, 200, 400) have more muscular/heavier/ GENERALLY taller athletes than distance events (marathon). Do I need to make this crystal clear for you? Ok.

SO THIS IS BASICALLY YOU SAYING SPRINTING COMES EASIER AND REQUIRES LESS WORK. ON A DISTANCE DOMINATED MESSAGE BOARD FORUM.

Whoa, slow down there, cowboy. You're assuming an awful lot. First of all, I'm not the one making claims about my sprint speed, so let's just nix that topic. I have no idea how fast I could run a 100 if I trained for it, but since I'm a girl, I'm sure I couldn't just go out and break 12.
Secondly, I'm not saying there's "NO WAY" you can break 12, just that there's NO WAY you can seriously predict 11.4 based solely on your 800/1500 times. Those events are worlds apart. 11.4 is actually a decent time, though you make it out to be pedestrian, and just one month of radically different training is not long at all.

Usain Bolt is 6'5 and 207.
Michael Phelps is 6'4 and 194--so similar!!!--and yet in a land race would probably get smoked even by Mike in San Diego.
