If i only ran 3 years of collegiate track in college because i chose to run my freshman year unattached for personal reasons. Can I use my last year of eligibility to run for the college that I go to for my masters?

Yes you can as long as you are in the five year window of when you first started as an undergrad.
I looked into this for myself, here is what I know:
If you stay at the same school - yes, you don't even have to say anything to the NCAA. Just keep your credits above 12.
If you are going to a different school, it is tricky. You have to meet three criteria which I believe are listed below, check with a compliance coordinator to be sure. You will have to petition the NCAA to be eligible to compete.
*You have to be in good academic standing (strong GPA)
*You have to finish undergrad in a normal course of study (4 years at a 4 year institution)
*The move has to be academically motivated
Again, double check with a compliance coordinator on the three criteria.

i think OP is okay
1. "good academic standing" = not failing, gpa over 2.0
2. not true, you just need to be under 5 years
3. getting a masters = academic motivation
