2) She split 49.7 at Penn this year.
3) 3,200 feet might help you about a quarter second in the 400.

wind can be a bigger factor than you think, it's also a mental thing for some people
the best sprinter on my high school team (10.9/22.1) always ran horribly if there was any headwind and vice versa

I for one hope Okolo does duplicate that form elsewhere, in less windier conditions and at sea level. I also hope Bromell, who was on course to run sub 10 anyway, can remain fit and put down some legal sub 10s
Altitude is 992meters; the 'official' altitude for the "A" designation is 1000m. Of course, the windy conditions counter some of the altitude advantage in the 400.
4.2mps and 1000m aids the 100 by about 0.2 seconds.
Wind and altitude do not always prove beneficial for really fast 100h/110h races because the athlete has to be quicker than their training has developed them and they tend to run into the coming hurdle and have too steep an angle to get over efficiently.
Altitude helps significantly, but this girl has always shown the talent.
23.33 and 50.03 are probably about right for her. In 11th grade she mostly ran the 400 and 800. As a 10th grader she ran a few XC races too.

I just plugged the venue and time into the NCAA altitude conversion program. It adds .11 to the time.
So here's question, does it still count as the collegiate record as in the NCAA descending order list, I assume that means it will show up there at a 50.14.
Weather.com had the winds at 22 mph. That is 9mps. I think it was more wind than indicated. That still doesn't affect the 400m though.
I am not an expert, but how does the wind help a runner on an oval track? To run 400 meters you would have to run against it for some time as well.
