I was probably running over a year before I did a 10 miler, but I certainly could have finished one before that.
You can coast in cycling and put minimal effort to keep moving forward so I assume even fat people can bike 10 miles without building up to it.

A friend of mine just completed a 100 mile race averaging 16 mph. Just trying to get an idea of the effort he had to put in. It siad he burned 3300 calories. The ride took 6 hours.

Yet your question is totally unrelated to that. How "hard" that is depends too much on course profile and how much drafting he got.
It takes approximately the duration of completing the 10 miles to build up to it.
If you're talking a road bike on normal roads..10 miles really shouldn't be an issue for a beginner.
A 10 mile run is something a runner builds up to sensibly.
A 10 mile bike ride is what an 8 year old kid does on the first day he takes his rusty old BMX bike out of the backyard when the sidewalk is clear in the spring.

Depending on profile and drafting I'd put that between a marathon in 3:45 and 3:15.
A 10 mile run is more comparable to a 20-25 mile ride.
Finally a decent analysis by someone.
cycling can be really hard if the bike isnt lubricated, but if it is anyone can ride 10 miles especially on flats

How would you know if you asked the original question?
For me, 20 mile morning rides at ~20mph is equivalent to 8 mile tempo run.
As others said, 16mph for 100 miles really depends on the terrain. That could be awesome or average...
The first time I did a 10+ mile bike ride my ass hurt from the hard seat.
A ten mile bike ride to me is probably the equivalent of a 2-3 mile run. Any serious runner should be able to do this easily. After running for 30+ years I got a new road bike and rode 35 miles in two hours with no adverse affects. I've been riding steadily ever since.
