Male or female? I know about a dozen guys that ran that fast at that age and none of them took more than a minute off.

You don't provide info on how much he or she is training to reach 17:20.

Male, grew about 5 inches since he was 15, 25 mpw
He ran the time on a flat Xc course
Also it was in his first two months training
16: Low 16 min range
17: Under 16, mid-high 15 minute range
In highschool I took about a minute off per year and I wouldn't say I was talented. Kids with talent who decide to work hard one day usually can improve more.
