The entire calendar year is the only way to decide non-scholastic records. She turns 20 this year, whether that is in January or December is irrelevant. Her mother should have waited a couple of months (born in November) for birth if she wanted this record!!

Why can't it just be if you are under 20. If you are 19 and 364 days it still counts. Than every athlete has until the day they turn 20 to run a JR record. That is 100% fair to every athlete. Just like the day you turn 40 you are considered a masters athlete or the day that you turn 21 you can drink alcohol.

You really think that this is a good rule? Having how is a junior changing every day of the year. Then you would have to keep track of everyone's birthdate continually. Also, what if an event were delayed, suddenly they would not be a junior. As it is the end of the year is a time when there are not a lot of competitions in the major part of the sport (Outdoor T&F and even XC). It is administratively far easier than anything else, and everything else is at least as arbitrary.
Of course, it is also a fool's errand to think that this is actually a topic of relevance because there is absolutely no chance that it will ever be changed. Among other things, it would disadvantage all previous competitors relative to the those competing on the new rule. Now that is a really great thing to introduce, isn't it.
Finn's birthdate of Nov 19 1994 is the reasoned choice, because that is her birthdate.
Any other choice is arbitrary and capricious.
Finn is a junior until Nov 19 2014.
The question becomes: age 19 record? Probably.
