No, she can contend for one of the national titles if she keeps improving after freshman year, definitely
4:44 is definitely good for a freshman. I once had a freshman run 4:40, who went on to run 4:15 as a senior. Also had a freshman run 4:36, and go on to run 4:34 as a senior (he trained just as hard as the other one). It is very hard to predict an athletes future success off of their freshman times. One of my favorite stories is about a freshman that a good friend of mine coached, ran 4:27, all american in the freshman mile at new balance. After that he completely burned out and quit track after his junior year because he never got back to close to the form that he was in his freshman year. If your 4:44 guy continues to work hard, gradually increase intensity and mileage, and is able to improve, he could be very fast some day.
if he has a pattern that is showing gradual improvement, and this continues he could be a very fast (maybe 4:10) miler. Some people no matter how hard they work can never improve, it's very hard to make predicaments on his future but if he's shown this improvement in the past, then he's shown there's a certain amount of room to improve. Just keep him healthy and influence him not to lose interest (even though i'm sure this isn't a problem) and he will go far with good coaching and smart training.

I ran a 4:47 mile my freshman year but I only ran 4:36 as a senior. Back then 4:50 won most races in my district.
In college, I found out I was only a stud in two counties and i wasn't in those counties anymore.

4:44 for freshman is usually top kid in our city. It's pretty decent nationally as well, as it shows the potential for fast running down the road. Keep the training consistent and the kid should be under 4:20 by the end of senior year.
Pretty common in CA. It's good, probably top 10 frosh in most leagues.

We're talking about track here, not road racing. Try to jeep up.
as a freshman I ran the mile in about 7:30, then 4:52 as a senior thats more impressive sorry
I ran 5:30 freshman then 4:32 as a junior
another kid on our team ran 4:50 as a freshman but quit track so he could smoke and drink. Basically it means nothing. Only thing you can do is coach him right and hope he still wants it all four years.
In no way will a 7:30 be impressive
Prefontaine didn't break 5.00 for a mile as a HS freshman - he ran OK as a HS Senior, and even improved in College. So there you go - this guy should be running faster then Pre eventually.

Its pretty good.
I usually get one or two freshmen who run in the 4:40s as freshmen.
Most of the time they run 4:20 or slightly better as seniors.
We are a top 50 program in the nation.
I'd say top 10 programs in the nation get 4 or 5 freshmen in the range.
Its good but doesn't mean you will be a footlocker finalist.

It's above average and probably top 1-3 freshmen on most decent high school teams.
He can most likely go sub 4:30 his senior year, maybe sub 4:20. Not sub 4:15 probably.
That's a decent time as a freshman, but let's not get too excited here. I've got three boys running that time or better as eighth-graders this season. And we're a small school. Of those three, one is definitely tapped out, as in, won't get any better. The other two have some decent potential, though.
another trajectory that crossed my mind, an athlete I know ran 4:36 as a freshman off of two months of training and went on to run 4:08 as a senior
