Would it be detrimental to go on a 50 minute morning hike the day of a race (an event for my organization)? The race would take place 5 hours later. Race is 1500m in a decent heat with guy around 3:54-58.

If you want to run well I wouldn't do it. For me, at least, a hike can be more taxing then a run. Not sure why, but I'm always exhausted even after the most mundane hike. Otherwise, if you're not concerned about your performance in the 1500 then I wouldn't see a problem with it.
Do it slowly
When I say "hike" I really mean just a bunch of people (who presumably never really hiked before) getting together and walking together a route that may incorporate some trails. I don't see the hike being too strenuous as this isn't an event for an outdoors club or anything. It may even be just a walk in a local park for all I know.
In terms of running performance, I ran a 3:56 a couple weeks ago and obviously would like to PR but this "hike" could be important to my future. I'll probably just wing it and decide on the spot.

Of course, if you find yourself rejecting this advice, you'll know where your priorities lie and will have answered your own question.
