When you have consistently heavy legs, do easy runs help cure them more rapidly?
Because this week my legs have constantly felt heavy....to be specific my strides/minute like 130-140 rpm while just a week before I averaged around 180-190. And My 1200x3 repeat times have fallen from an average of 3:45 to a 4:10-4:15.
Yes, just jog easily for a while, even if it feels really slow. You are probably in chronic systemic acidosis (if there's nothing else wrong with you), and need the restorative power of easy running. Hold off on hard sessions for at least a week, and do plenty of strictly aerobic recovery around them when you restart intervals.

...or reevaluate your workouts or the number of days between workouts. Maybe that set of 3x1200 got a bit too anaerobic?
Here's the problem. You are too worried about stride rate. Do what feels normal and stop counting your strides. There is not some magic number you need for an easy run to be easy. And if you average 210 instead of 170 in a race, its not going to make you pr if its because your stride is all short and choppy. To solve your problem, take a week easy and don't count your strides.

130-140rpm? That is essentially bounding. That'd give anyone heavy legs if done repeatedly.
Sleep as much as you can.
If you don't lift weights, and aren't at the end of your competitive season, starting lifting once you aren't in the red anymore. Just 2 or 3 key lifts a few times per week to work the muscles in your legs that see the eccentric contraction. Specifically, the quads/hip flexors, calves, outer glutes and lower back.
