How much faster could I get in the 8?

5 inches taller ... so your lean for the tape is maybe 1 or 1.25 inches better. So i'm going to say you'll be better by a hundredth of a second.

I hit a similar growth spurt between freshman and soph year of high school. It actually threw off my running for a while. It took me about 8 months to get used to my new height, and my progression stalled for a while. Eventually I got used to it and made a big jump, but it was frustrating for a while.
if you have stopped running entirely then.. probably not at all. ive seen a hell of alot of fast, short 800m runners and im sure so has everyone. it takes alot more than being tall to get faster,
