Well I think you summarized the Australian track federation's position. Succinctly. Of course, they are wrong. Rules are rules. statistically, I'd out money that at least 2/3 of those athletes not filling out whereabouts were probably trying to hide drug use.

(willingly or unwillingly) Taking banned stimulants means: drug cheat, drug suspension a/o drug related disciplinary warning.
Mistakes on your wherebouts form: disciplinary sanction a/o warning.
Simple as that.
Surprised they would waste money testing these guys. I guess it is because they can be a bit competitive in a relay team.
Aussie whereabout breaches seem to be very common which is a concern.
As for Fosters Lager, it was a popular beer here when I was young can't recall seeing anyone drink it here for many years. Rural folk generally stick to the good old VB. The city dwellers seem to be moving more into the boutique beers.

Probably similar to Tyson Gay's case. Basically, someone abused trust/tainted supplements. These athletes have put in a lot of hard work and are BUFF for a reason - hours and hours of work in the weight room and suddenly they test positive. Not fair.
And all that while in Kenya, they go to the "pharmacy" in the Hilton and have nothing to fear.

Rodgers was absolutely a doper, and was caught.
Crawford was also a massive doper, although never caught.

I ain't think dey eez doped. Matt Davies has only ran 10.08. More to da point Deez trackies have lives outside of the sport. For instance, Matt could have been watching his favorite reality TV show or working a day job when he was supposed to be filing paperwork about his whereabouts or doing an out of competition drug test
There have been 4 bans by Athletics Australia in the past year.
Matt Davies - His own fault taking a banned stimulant in a supplement
Josh Ross - Had two missed test and got a third strike whilst on an Athletics Australia Team Camp (drug testers could not locate him due to Athletics Australia not updating his room number)
Jarred Bannister - Same case as Josh Ross
Alozia - 3 missed tests not sure if he too was on an AA team camp with Ross and Bannister
Athletics Australia is the most poorly run organisation in the history of Australian Sport. Corruption, bullying tactics, no athlete support and certainly no countability.
Ross and Bannister should be filing a law suit against AA.

I believe that Gay was clean, but obviously tested positive for testosterone (could be anything from a steroid to DHEA to one of those testosterone booster supplements). Brooks Johnson, who saw him at the track, claims that he looked different (bigger) which certainly implies that he did cheat recently.
The part that I really don't like is that he apparently got whatever it was through Drummond, and Jon Drummond is still intimately involved with USATF, and I don't think he should be there any more.

The Aussies ban 3 absolutely nothing athletes in terms of world athletics and you are giving them sh*t for it? These guys will never be a factor even at Commonwealth games level. In real terms, it makes no different to athletics if they can compete or not. Surely you should be saying: "Well done Australia for implementing the rules for all athletes". If other countries held these standards, the sport would not be completely f*cked.
Remember Christine Ohurougu got a 1 year ban for whereabouts issues and very conveniently finished the ban one day before a World Champs she went on to win. THAT was a joke.
I love the comparison with Shaun Crawford especially. A block of muscle who won a sprint gold at a notoriously filthy Olympics (check out who won the 100) but definitely it is his US nationality that makes him suspicious.
