I think it's pretty safe to say it isn't a lap counter.
I realize it's old but it just seems a rather cumbersome way to count laps. And no, Capt Obvious, I've never seen seen a lap counter...but, then, that would be obvious, wouldn't it? :)I have BEEN a lap counter but I never even remotely resembled that!

it is indeed an old fashioned lap counter
there were 25 flag type things, sticks with numbers on the end, all hanging down. After a lap, they push one side down and the other side would pop up with the number in the air for runners to see.

Well you didn't have to be a dick about it.
look at the poster, doesnt it look like is says "1,000" instead of "5,000?"
I have the poster and it clearly says 5,000...but the pic you are looking has terrible resoltion so it does look like 1,000. And, hell, Zatopek would have won that too if they had it :)
Thanks to all for showing me my first lap counter. They should use on of those in every Olympics. I like that old school stuff ;)
