LOL. No, but winning the Daytona 500 twice does put him in elite company. That was a really big win for him. Earnhardt races extremely well on the superspeedways but has not had similar success on smaller tracks.
Jr would be one of the most loved drivers, but not in the discussion of GOAT.

You sound like you know a little bit about NASCAR. Junior is a popular driver that gets a win every once in a while. Of current drivers, he is not in the class of Jimmie Johnson, Tony Stewart, Kyle Busch, Carl Edwards, et al.

Except Danica isn't that great; Juan Pablo Montoya couldn't hack it either. The only real transition from F1/Indy to stock was Tony Stewart. Some guys dabble, but most don't make it. They can't handle two cars touching at 180+.

Do people still watch NASCAR?
Dale Junior is not the greatest race car driver ever. Not by a long shot. He's certainly got talent but he's not in the top 10. If we're talking simply NASCAR, Jimmy Johnson is pretty damn good. It's hard to argue with his talent in light of his string of championships.
That said, I don't necessarily subscribe to the theory that F1, Indy car racers are better drivers than those in NASCAR. Juan Pabalo Montoya and Sam Hornish, Jr. are both examples of success in F1 / Indy car and who didn't do well in NASCAR. It's a totally different style of driving.
If I had to pick one driver who was the best ever though, I'm struggling to pick anyone other than Mario Andretti. The guy is an absolute legend.
