They would probably have to be capable of something like 10.7-8 for the 100, all the way up to 9:10 or so for the 3200. Right now, Rupp would easily win everything from the 400 up, but could he (or anyone else) be trained to win all of the events on the same day?

My friend and I have actually talked about something similair before. We would discuss who at the meet we were at would do the best at all of the flat indoor running events up to 3k (so pretty similair events to your HS state meet proposal, however, I think you should specify that it's the flats bc hurdling would probably take anyone out of the conversation except for mayybbeeeeeee Jager).
Anyways we would always come to the conclusion that it would be a really good mid-d runner.
Obv it depends on what state. There are probably some really weak state winning times out there. The best bet is Rudisha hands down.

Ashton Eaton would win every running event at the Oregon HS state meet except the 1500 and 3000.
I will guess there are 6 HS state meets (the least competitive states) where Eaton could win every running event.
I think a great 400m athlete could win everything from 1 mile down, not sure about 2 miles.

There are decathletes who are about 20 seconds faster than him in the 1500 but still have a good 100. They might be able to pull off a few more states than Eaton.
For example, Curtis Beach has done 10.66, 46.72, 1:47, and 3:59 (1500) for his best marks that I could find in the time it took me to write this reply. I do believe those are his PRs in those events.

Jager would never be in the conversation in the first place. He would get owned in the sprints and steeplechase doesn't help you run the hurdles. If we're counting hurdles, a 400m hurdler would still be your best bet.

I get your qualms about the standards of a "competitive" state, but, for arguments sake, I think when sticking with the parameters that OP gave as "something like 10.7-8 for the 100, all the way up to 9:10 or so for the 3200" Rudisha or Symmonds or Aman would be better for covering all those distances. While I defintely think even a strength based 400m runner would be better for 100/200 races, he's probably not going 910. Whereas in comparison, Symmonds is what a 335(?) 1500 guy? Im willing to be he would crush in 800 and up. But Im willing to bet he can do at least 46mid open 400? I cant recall any of his 400 times off the top of my head. But then the problem is 100/200 now as a trade off...

Actually, before your most recent post, you did not give a name. Anyone can give a theoretical answer like you did but you hadn't given a name. Also no 400 runner/400 hurdler would have a chance in the 2 mile.
