From what I've seen US runners tend to run more miles with fewer workouts, but more hard workouts. UK runners work out more often, but with fewer repeats or more rest. There are exceptions. The best UK 1500 runner is Mo Farah, a 5k/10k specialist. He runs like 130 miles a week.
The Brits haven't moved forward since Seb Coe.
The difference is weather.

Excluding NOP elite which is in its own orbit, the actual training differences are small. There are UK coaches coaching U.S. athletes and U.S. coaches coaching UK athletes and athlete from both countries have trained together at times...there are no mysteries between the countries. The big advantage the U.S. has in depth and sponsorship. The U.S. produces about 50 high school girls sub-5 milers each year. From that large a pool, you are bound to have about a dozen sub-4:50 and 1 or 2 international elite girls in the sub-4:40 range. If you can produce 1 or 2 international elite girls each year you are going to global champion medalist just based on the numbers.
