It's measured 30cm from the inside of lane 1 if it has a curb and 20cm from the inside of the rest.
Phil. is correct. Other lanes are measured 20cm inside the lane.
What if they measure it correctly and it turns out that it is only 399 meters long? Do they move (repaint) the lines? Or do a rebuild on the track?
I hate to nitpick, but tracks don't have corners.
The more complex measurement is how to accurately paint the waterfall line down. If you ever get a chance to watch someone line a track and paint down the lines, do so. It's pretty complex, and they're really good at it.
If your track measures short, you should keep it quiet and then host an invitational. After everyone sets PRs and NRs, don't allow anyone else to measure it. Ever.

Just a guess -- to paint the waterfall line, why don't they just put a big stick in the ground at some far point of the turn, attach a rope to it, and as the rope unwinds around the turn just put a paintbrush on the end.

Actually, that's a pretty simple solution to a fairly complex problem. Works as long as you have a curb on the inside lane to wrap the rope around.
