That does seem pretty light, depends on your biology though.
For instance, I'm 6'0", and my ideal race weight is 152-154. If I get near 145, then I start getting sick and injured a lot more.
Find a balance whereever you feel healthy. If high-130s feels good, then stick with it
Can't say without knowing your makeup. In high school I was 5"10"/136 with great leg speed(10.7/100yd, 50.9/440, 9:29/2-mile, 1:12:45/half). Coaches were serious about weight training, therefore, I had an upperbody. College-never came close to short distances times again and it was at the 1-mile to 5k that I improved at. No weight training and my senior year 5'10"/123. I did keep track of my weight in my logs, but mainly concerned for health/eating habits, etc. If weight training, I wouldn't be too concerned about your overall weight, but more about your %body fat. Going from 136 to 123 was a muscle mass loss and I was very consistent with the %body fat on both weights. With more weight, your body has to adapt to become more efficient with it's systems in order to produce the same running results.
5'10"/123 seems disgusting for a grown adult man.
