Certainly you could do 10:20 if you did some strength training.
Something like
6 x 800 in 2:35 (do the last one faster)
4 x 1600 in 5:20
jog 400 between reps. Or 600 if it's too hard at first.

Agree with the intervals. Disagree with the rest.
If the goal is "strength training" then this loose approach to the rest seems misplaced. 600m jog is FOREVER. (Most runners take far longer than they think when given distance-based recovery.)
Do the 800s with 2:00 or 2:30 active rest. Do the miles with 2:30 or 3:00. Not longer.
