This problem has been going on for 3 Olympics. And now they do something about it. Amazing...
And obviously this problem will never change, African countries (including Caribbean nations) are poor and have no infrastructure for drug testing yet they produce tons of sprinters and distance runners, while developed nations are tested at a far higher rate.
Its bad for the sport because poor nations don't attract money the same way rich nations do.
I say ban Kenya and Ethiopia, then Jamaica and St. Kitts. They can only come back after they start testing. All funding or international sponsorship to their national programs should also be in jeopardy. As soon as they test they come back.
Sorry, the Daily Mail is the last place I would go for an actual balanced view on this.

Really 17 mostly low class strugglers, when a real champion is caught then I will believe the hype, no one threatens to ban the US or Russia, who have champions that are actually caught. There will always be cheats but any federation can not be a moral police.

The Daily Mail acts like this is a real possibility. At the next WADA conference next month "COULD rule that Kenya are non-compliant with the code which MAY lead the IOC to ban Kenya from the games." Do you honestly believe there's even a 1% chance of both of those things happening?!

they have no budget to waste on sports, let alone testing
budget spent on feeding people & fighting ethiopian/ugandan bandits/brigands

they spend some of it on OOC-tests
they need to spend more on kenya tests
or do they think money was better spent on sending a tester on 'plane/train/bus/camel/donkey/ass to melanesia/namibia/mauritania/malvinas ???
