Not phosphate, anaerobic capacity.
Partial recovery of CP takes > 3 min, and full recovery takes ~8 min in research subjects, up to 20 min in elite sprinters.
There is a workout that has been around for ages for 400 types, which is >80m full out with 30 sec recovery, most often as sets of 4 or 5. Most useful for 400 runners competing indoors (and can't train on an outdoor track in the winter). I think this is what the coach is trying to do, but doesn't have it quite right.

Its sometimes switched up with 80m's though. Point of the training as far as I know is to increase 400m ability to improve 800m time.
