i am a senior in high school and its my last cross country season.
if i see a college coach of a school i would like to run for at a race, am i allowed to approach him and talk to him about wanting to go to his school and be on his team?

I think as long as you initiate the conversation you are fine. Even if it is against the rules its not like he would report you anyway, but I'm pretty sure it would be fine.

From the front, and gradually, so as not to startle the coach. Calmly give the coach time to recognize your scent before initiating verbal communication, and even then, do not bear your teeth. It's a sign of aggression in the coaching kingdom.

here's an idea: when you go to meets, have a resume, complete with contact info, parent's names/ contact info, education/ academic info (SAT/ ACT scores, GPA, weighted GPA), HS guidance counselor info, etc.
Here's a good way to start: "Hello sir, I'd like to talk to you because I am interested in State School, and would like to be a part of the team. I have my resume for you here, and would like to schedule a campus visit to see if I could be a good fit."
before you do it, look into the schools and know what it takes to be on the team.
also, do not bring up the word scholarship!

Also do not make direct eye contact
All college athletic programs have contact information for their coaches (and sports teams) on the web. Your high school coach (or athletic director) may have some guidance here, but I don't know of any restrictions on you (as a high school student) contacting a coach (in person or with an e-mail inquiry). You will make a better impression (connect your face with your name) if you get to meet a coach in person (at a meet, campus visit, etc.), but be prepared to follow-up a live meeting with phone/e-mail discussions. The coach will tell you if there are any restrictions on contacting you for recruiting, visiting campus, etc. Try to meet with (or call on the phone) 1-2 current athletes on the team to see what their experience is like with the school and the team. They will have a different experience than the coach. Scholarship money is few and far between, so (like a previous poster said) I would hold off on discussing this with a coach initially and just find out what the school/team is like and if it would be a good fit.
