I almost always come 1st AG in the 'athletic shorts' division in races. Will split shorts help me win the race rather than just placing?
Also I don't know how long 2", 3" split shorts are. What is the right length to buy if you are ~16:00 for a 5k.

A pretty good formula to figure out how much time split shorts will take off your 5k time is:
S^2
Σ(13^[1/k] * [S/I]^3)
k=I
Where " I " is the inseam length and " S " is the height of the split.
2 seconds per 400m for track events
On a cooler day, I don't see that much of a benefit from split shorts as opposed to shorter running shorts or even a lighter pair of athletic shorts. having said that, a benefit is still a benefit if you want to go for the win or maximize your performance. Maybe 2-3 seconds per kilometre between split shorts and light athletic shorts (it is much worse if you are using fake basketball shorts)
On a hotter day or in the rain: this is where it gets tough. the shorts are now 5x as heavy as they were before thanks to the rain and if you are wearing athletic shorts, the effect is going to be much worse. I would give at least 10 seconds per kilometre in this case
by 2" and 3", that is the length the shorts are from where they branch off for each leg.
