if you can get a sub 16 5k in cross and get to around the 4:20s in the mile i'd say you could go d2, unless you wanna win all the d3 races

True that. Especially if you have another year ahead of you and you get those down to a 4:20-25ish and 9:20s. D3 wouldn't be a problem to make most teams, and cracking top 7. D1 and D2 might not throw a lot of money your way but they wouldn't mind taking a peek.

9:30 is a very good time for an incoming D3 runner, but he'll be far from dominant. Most conferences have a number of sub-15 guys.
Former Williams runner and d3 national xc champ Neal Holtschulte was just a 9:39/40 guy in high school. You'll get plenty of interest, though you'll not be the top recruit unless you continue to drop your times. You have plenty of time to do so particularly in the 5k xc, but also your mile time should be quite a bit faster: coaches like guys with enough hs speed to show the ability to drop a lot of time in the future with better training. You'll do very well. And no reason not to get a D1 scholarship at a middle or lower tier school if you continue to improve down to, say, sub 4:20/sub 9:15.
Go DI. You can develop into a faster runner in college (and after). I'm sure it's a bit different nowadays with dudes breaking 9 like it's nothing, and coaches thinking their programs are hot sh-t, but plenty of guys in my range in high school turned out to be pretty good DI runners (with some, myself included, going on to run well after college). FYI, I ran 4:20/9:30 in high school.

You guys don't know sh*t about D3. Six guys on my team including me are sub 4 for the 1500, and five guys are sub 15 for the 5000. A 4:30 miler would be back of the pack at a lot of D3 schools.
