Its ok but not great.
25 feet is the real difference between good and very good. Remember the WR is 29 feet, so your friend is a long way from that.
It would win the state championships in a lot of states. Probably not California or Texas, but a lot of states.
For the 2013 High School season, that will rank 25# in the nation. Of the 24 better jumpers, 10 are in Californa. 2 in Texas. To be top 10, he needs to jump 24' 2.5"
Depending on how well he is already training, no reason to think he can't gain 6.5 inches in his last year.
It is a very rare bird that jumps 25'+ in high school.

Only true if he can repeat this jump. Could have been a fluke / crazy wind / has measurement / low pit.
That said, the 23+ lj is quite a bit better than your garden variety 430 1600 meter runner.

23'8 is excellent for high school
solid for D1
he could be looking at some scholarship money if he has good grades
I am no expert but I do believe it is better than 23'7 and not quite as good as 23'9.
