I would say use these times as a guide to what a lot of teams look like. This isn't your Adams or Western Programs, but you asked for what a usual time would be. You won't win any titles or anything, but will mix in.
3:56-4:00 in 1500m
1:52-1:54 in 800m
9:35-9:55 in 3000 steeple.

I don't know a whole lot about d2 but that steeple spread seems a little slow.

Are these for top 5 runners? There are d2 schools that have no one who runs those times. I agree, the steeple time is WAY slower than the 800/1500. A 4:00 1500m is probably about a 9:20-30 steeple for anyone with any sort of technique, which regrettably most people don't have.
Yes that steeple mark is quite slow. I would say 9:27-9:45. Not much improvement but my roommate runs D3 steeple for Wartburg, and has ran 9:39, and he is considered OK.
Well, I ran D2 in the 90's and the times listed look reasonable, but you have to consider, that almost every meet I ran in was a large invitational, besides Conference through Nationals. Your coach can enter you in the same meets as D1 runners like Standford, Arkansas and Penn if you are good enough.
But there is also many runners slow as hell in every division, that come no where close to the above times
