Makes sense.
You can make a move somewhere when you hold someone off and make them work harder and a point where you're going to go by someone or drive for home.
There is room for a couple of moves but not more and don't overwork yourself on any one move. It can come back to bite you.
2 moves sounds about right. One defensive to stop from somebody crossing over and cutting you off. The offensive is obviously the final kick.
Chess usually has a lot more than two moves. If anything the 1500 is blackjack.
Offensive move:
Get from point A (the start) to point B (the finish) faster than anyone else.
Defensive move: Don't fall down.
Doesn't this quote come from The Perfect Mile? This is a common saying I've heard.
What the heck does agree of disagree mean?
Jumbo Elliott was famous for saying "make one move and one move only" and it certainly applied to the 1500m/mile as well as the 800m. Excellent advise for the 5000m as well.
Here's a reference in a Villanova blog review of Eamonn Coghlan's autobiography. It's such a cliche that they don't even bother attributing it to Jumbo.

A "move" is not always a kick on the last lap. In the '71 Dream Mile against Ryun, Liquori's winning move lasted almost two full laps, but it was still one move. Jumbo called it the greatest sustained kick of all time.

Nobody runs like that anymore.
He started fast, to control the pace, which counts as a move. But then he countered the Indian who passed him, and out-timed Wolhuter on the stretch, which is two more moves.
Sit and Kick.
I think that's one move.

Not at all, very smooth race, particularly with the 300 meter stagger. Singh was dead in the water after his hero move to take the lead. No problem for Juanto to go around him, then sustain to the finish. Not all minor accelerations are "moves."

Neither are good examples because they lost, the point being you only have time for one move in a close race, or else you'll over-spend yourself. Unless that is what you're trying to say.
But yes, Juantorena's was one move at best. The Indian surged to the lead and slowed down drastically, the field just went around him.

Yes, that was the point. Moves that expend energy without accomplishing anything are usually killer.
