I'll start with Alberto Salazar. He won in cross country but not on the track. The guys who beat him were WR holders and Olympic medalists so there's no shame in that.

Bolt, Bekele, and El G don't have any NCAA titles, right?
Not to turn this into a pissing match but Alberto also got beat by 6 Americans in NCAA track.

Good topic. I would say Alan Scharsu in Cross Country in the UTEP dominant era.
The all time greats with Cross, Indoors, and Outdoors usually get a title.
Did Matt Tegenkamp ever win an NCAA title? I don't think he did.
Heck Joe Falcon won 7 and should have won 3 or 4 more if he didn't trip or fall down in the finals.
I don't know of a best runner in their event as a collegiate that never won an NCAA title.
Tim Hacker should have won an NCAA title (other than Indoor DMR) on the track but he did get one in Cross. If he wasn't always injured he would have gotten by Dub Myers in 1986 in Indy no problem. Hacker was a 3:35 1500 runner and NCAA Cross Champion by then.

Sharsu was a 29:00/13:40 runner. Doesn't meet the criteria for "best ever".
For 800 I'd add David Mack or Earl Jones.

Whereas Oregon students might have to devote 10 to 15 hours per week to their studies if they want to achieve a perfect GPA. Seriously, I wouldn't bring up academic standards in attempt to pump up an Oregon athlete. It's not that Oregon athletes are necessarily held to lower standards than other Oregon students. It's just that the school isn't particularly challenging for anyone.

Earl Jones in 1984 changed the event. That guy was fierce.

Two other Oregon runners: Jim Hill (13:19 and 27:xx during redshirt year, 3:37ish 1500) and Bill McChesney (Duck record holder 13:14.80, #2 to Rupp at 10k in 27:50).
