So to answer your question, yes.
if you can get 4:19 and 9:19 you stand a much better chance at a good scholarship. you've got solid range but you will have to pick something in college.
your 400 and 800 are pretty close, and your 16/32 aren't too far behind.
as for college times, you will probably be thrown in the 1500 a lot. it depends how 12th grade goes.

That's based off if you ran the times you listed as a senior in high school and what I could have you running as a Freshman/Sophomore without a doubt in my mind. You easily have the stuff to be a sub 14, sub 8, sub 4, sub 1:50 guy if you are taken care of properly and are telling the truth about your mileage.
