It converts to either 14:59.38 or 15:00.62.
For the first 12 laps, the wind cancels itself out, speeding you up half the time and slowing you down half the time.
Then for the last 200 meters, at sea level, at 18.0 per 100 pace, it would either add or subtract .52 for the 100, and .52 x 1.2 = .62 for the 200. Unless of course the wind is blowing sideways, then it will have little to no effect.

Were you relaxed? did you appear relaxed to spectators?
15 - 15 equals zero. You should be able to run zero flat in perfect conditions.

Running with the wind never makes up for running into it.

It may have been 15mph, but likely it was not, as wind speed is generally measured 10m off the ground. It'd probably be about half the reported speed, or less, at your navel. Any conversion without knowing the actual wind speed would be little more than mental masturbation at this point.

14:40 or so sounds about right
