And why exactly should the rule be changed? He so clearly jumped the gun that it is not an issue of interpretation. Oh, sorry, ref. I did not mean to rush into the backfield a second early can't I get a second chance? His actions not only hurt him, it hurt everyone else in the heat. If you allow multiple false starts then it really has a negative impact. At least this way there is one less athlete contending for the Q spots even though he made it harder to get one of the "q" spots.
This rule has been around for several decades at both the college and the high school level.
I like the rule.

They rarely have false starts in swimming. What is the deal there. I know that the set up is much faster so no one has time to think and the false starts are obvious. No time for twitching or trigger happiness.
They allow rolling starts; you just cannot leave the blocks. Plus, they have a more fixed cadence, I think.
How about Bracy changing from a cocky, loud, overconfident punk? Keep the rule...change that punk.
How about a major talent, maybe Bolt-type talent, saying:
"Those track guys are wierd, I just wanna play football from now on...I mean in football, if you jump the snap count, it's a 5 yard penalty. They don't throw you out of the f---ing game."
