They are not Rip CIty TC. Teg posted that for a laugh. It would cost them royalties to the trail blazers just to use the name and it only has meaning to 1970s TB fans. For those that don't know the phrase it was coined by the old TB announcer who used it to call made baskets. Imagine Dick Vitale yelling "Rip CIty, Baby!" it has about that level of cool.
