I see it this way: Farah needs to do his Sunday morning long run anyway, why not make it a tempo run. And I am sure he gets paid for it, too. Not crazy much but probably around $30-50k. The Londoners will come out in even greater numbers to see their national hero close and upfront.

A HM at M-pace is not too slow. A HM at M-pace is an extremely taxing yet very efficient workout.
Paula you go find yourself a half marathon. Why you don't run a half marathon like rak where you lose to elvan abeylegesse the last place athlete. YOur personal best is 1:12:03 and would lose to elvan 1:11:56.

It says he has signed to run London Marathon in 2014. Therefore it makes perfect sense for him to run with the lead group for the first half of the 2013 London Marathon.
Like he says he will get to experience all the London Marathon systems, and the first half of the course, and the crowds. Clearly he is not being a rabbit, and clearly he is being paid. And it is a great experience for him as he moves to the marathon for his real debut in the 2014 London Marathon.
if he tucks in behind the leaders, do not be surprised if he finishes it. There is a reason why he is running the NO Half Marathon coming up.

There is nothing bizarre about this. Mo ran NYC half before and won, so running half way won't be a problem. I think if he goes so far, it might be to 30k point, but not to the end.
He won't finish as it might spoil his debut income in the future.
