The best 1500 runners have never contested the mile very often. It is completely obscure on the European circuit. A Kenyan on the street does not have any idea how many meters there are to a mile.
Without the best actually running the even, this ranking means very little. It's like being 5th all-time in the 1000. Great. But not nearly as meaningful as a real event.
3:51.0 is worth about 3:33.7 for Rupp. -

2.5 seconds off the world indoor record doesn't mean anything? On an outdoor track Rupp would FOR SURE go sub 3:30 for a 1500. And about 3:47 for a mile

By ANY mile-1500 conversion out there, 3:50.9 is worth about 3:33.3-3:33.8.
Do you think he's got 3.5-4.0 seconds in reserve there? I hope so. But doubt it. -
Rupp is quickly becoming my all time favourite athlete. BEAST

2) Outdoor is typically faster then indoor
3) He already ran 3:34 last year off of mostly 5k/10k work
He had to have been doing mile specific training before his 3:50.92 so imagine what he could run while doing a whole season of mile pace work. Thats the only way I believe he could run sub 3:30 -

Fair enough.
But even with 1.0 for seasonal progress (optimistic, I think, as Rupp often runs times near his best in Jan-Feb), and 1.5-2.0 for the indoor-->outdoor conversion (Rupp is tiny; I don't see the effect being all that much at mile pace), I don't see it happening.
Like I said, I hope so. But then, I also hope Rudisha goes 1:39.x before he's done. I just wouldn't bet on it. -
