In short, no.
Schools have to declare their sports every year, there is a window for that to happen, and it has passed.
If your administration gets behind it, they may be willing/able to petition the NCAA but these kind of requests are rarely granted without good reason.
As it is, if you go to an indoor/outdoor meet, even with a TFRRS ID, you will not make the performance list because only declared schools will be listed, and thereby eligible to go to Nationals.
This list is usually taken care of in November/December.

your best bet is to aim for a half or marathon in late april - early june. You could do one in feb or march too if you like.
