I still say Billy Mills. Good college runner, but never an NCAA champ and not usually even a Big 8 champ and goes on to win the Olympic gold.
Not to mention the fact that Hasay has not even had a post collegiate career yet.

It was 2 NAIA titles in cross and a runner up one as well. Also won a few on the track. To me he still won at the NCAA level.
If you want to split hairs, you could say Joan Benoit since the NCAA didn't do women's sports when she was in college. She did win an AIAW 10k in '79, though.

Hands down, Lynn Jennings, 1992 Olympic 10,000m bronze medalist, three-time World XC champion, did not win an NCAA title at Princeton. She also won 39 USA titles and set 10 U.S. records post-Princeton.
And she also has a Mile PR of 4:24.14 (#7 American woman).
