What's the rationale for this?
Having people to pass? avoiding the urge to sprint for position?...
First of all, they only waited for 1 second.
They did this only once at state (Detweiller Park) when they had the inside box. They would have gotten boxed in at the U-turn 500m into the race after the straight away if they hadn't.
More like half a sec to prevent from getting cutoff at the turn. Did it in the early to mid '90s when they had no real competition because they were the only ones running high mileage.
It was 3 second and they did this years ago. It was to be able to avoid getting caught up in front were a lot of pushing going on when course got narrow at first turn at state, they were able to see were it bunched up and able to go around. I don't think they do it anymore.
It was a 2 second pause and York HS did this in 1993. It allowed them to avoid the pinch at the very sharp turn ~400m in to the IL state meet course.
