Stimulants and supplements are not the same thing.
With that said, I don't know why more runners don't take pre- and post-exercise carb/protein supplements. Science proves it helps.
With the exception of caffeine, just about anything that actually works is banned. Most of those supplements are just snake oil without a shred of actual evidence behind them.

What in the world are you talking about? You need carbs to run fast. No carbs, no speed. If you don't believe that, then you also must not believe in eating.

There's so much fail in your post that I have to respond just to reiterate how much fail is in your post.

Drink coffee before races but stay below the limit. Of course make sure you eat enough to have energy. And Coach D is correct that other stuff is BS.
If you're a white collar runner consider taking protein supplements post workout in a smoothie (endurox, whey protein stuff etc)
If you're a blue collar runner consider eating a shitload including meats post workout
Creatine/beta-alanine work well for middle distances. Coffee, of course. How many runners have albuterol inhalers?
Why would I want to take something that will make me work out excessively hard? I save caffeine for important races.
I'll have a gu pack before a half or full marathon. I can't eat that early in the morning and not have GI issues.
I watch this one trainer at the gym constantly slam down shake after shake and he's not even doing anything. Probably why his core is the same size as his chest.

Of course you need carbs and protein to run but you do not need 'supplements'. Just eat a well balanced diet.
