Or 22 flat for 200m? The irrational worship of distance runners on here is appalling. Even the best of the best of long distance runners and marathoners would be lucky to crack 13 seconds with a 2.0 m/s tailwind in a 100m sprint. They just do not have the physiology for it which is mainly due to a high percentage of slow-twitch muscle fibers, which makes them so good at distance running in the first place.
If the average person, with an even distribution of muscle fibers, cannot hope to ever run 11 seconds flat no matter how hard they trained, do you really believe Bekele or Rupp can even come close to that? Basic physiology and sports science tells us the average person is built to always be a superior sprinter to elite distance runners. Ergo, Bekele or Rupp running 11 seconds in 100m or 22 seconds in 200m is fantasy.
No elite distance runner can ever run 11 seconds in a 100m sprint. It's just not physiologically possible.
