How much raw talent do you have to have to be an elite runner? What's the cutoff time?
You need to get the most improvement in your life. Starting with an advantage does help though.

If you don't pick the right grandparents, you're screwed.
No one (that I know, anyway) seriously disputes that enormous talent is required to even have a chance of developing into an elite sprinter.
The same is true of every other kind of sporting endeavor, including distance running. This is not to say that people can't improve with training (we know they can), or that talent is always immediately obvious (it's not, and in some endeavors it typically takes a while for talent to manifest itself). But it is absolutely the case that you have to have extraordinary talent to reach the world-elite level in any sport, full stop.
